Spirit drinks from 15% vol.: from whisky, rum and vodka to liqueurs, bitters and aniseed drinks, by EU category.

Spirits are alcoholic drinks of at least 15 % ABV, made by distilling fermented products, by macerating plants in alcohol, or by blending finished distillates. EU Regulation 2019/787 lists 44 categories, from whisky, rum and vodka to liqueurs, bitters and aniseed-flavoured drinks.

It all starts with fermentation: yeast turns the sugar in grain, grapes, fruit, sugar cane or honey into alcohol, and distillation separates it and raises its strength, measured as a percentage of alcohol by volume at 20 °C. The distillate is then aged in wooden casks, blended and diluted with water; liqueurs are also sweetened.

The main families are whisky; brandy from wine, pomace and fruit; vodka; rum; agave drinks; aniseed drinks; gin; aquavit; bitters; liqueurs; and egg and honey drinks. Each has its own limits: minimum strength, raw materials, ageing period and permitted additions. Aromatised wines such as vermouth are not spirits.

Every region has its traditions: Scotland and Ireland are famed for whisky, France for Cognac, Armagnac and Calvados, Mexico for tequila and mezcal, Poland and Ukraine for vodka, Japan for shochu and awamori, and China for baijiu. The pages of this section describe each family and tradition separately.

Why it matters to you. The name on the label is a legal category: it tells you about raw material, minimum strength (whisky 40 %, rum 37.5 %) and ageing. An age statement refers to the youngest component. According to the WHO, no safe level of alcohol consumption exists.

Frequently asked questions

What is a spirit drink under EU rules?

An alcoholic drink for human consumption with particular organoleptic qualities and a strength of at least 15 % ABV (egg liqueurs are the exception, from 14 %). It is made by distilling fermented products, by macerating plants in alcohol, or by adding flavourings, sugar and other products to alcohol or distillates.

How many categories of spirit drinks does the EU recognise?

Annex I of Regulation (EU) 2019/787 lists 44, from rum (1) to honey nectar (44). A drink that falls into no category has the legal name “spirit drink”.

Is it true that every spirit drink is a distillate?

No. Liqueurs, bitters and flavoured vodkas are also made by macerating or flavouring alcohol and distillates, and the law requires only a minimum strength and, for example, sugar content: a liqueur has at least 15 % ABV and usually at least 100 g/l of sugar.

Is it true that vermouth is a spirit drink?

No. Vermouth is an aromatised wine, with a strength under Regulation 251/2014 of 14.5 to less than 22 % ABV. That is why the site links it only as “similar” to bitters and aperitifs.

Is it true that a small amount of spirits is good for your health?

WHO: there is no safe amount of alcohol that does not affect health; the risk rises with the amount. EU law prohibits health claims on drinks above 1.2 % ABV (Regulation 1924/2006, Art. 4(3)).
